If I’m remembering correctly, the Eagles-Cardinals decision was made by the teams themselves and not mandated from the league. I would not expect the league to dump a last minute change in draft order onto any of the teams involved.

Yes, this is true, but only after the NFL investigated, determined wrong-doing and told them to negotiate an agreeable deal. Not sure if our situation is the same--probably not. But this did happened day one of the draft last year.
