If Barr is sooo partisan, why did Barr continue to allow the 2nd circus (Manhattan, under Barr's purview) to proceed unimpeded (by Barr) & allow/not interfere with their latest farce?

IOW, Barr could have shut down this  "Trump's taxes" question,  with a stroke of his pen.  He didn't.  Can you explain why, as you imply Barr is a total partisan? 

I mean for the most transparent administration in history, why wouldn't you want everyone to testify about what a perfect call Trump made?

You'll surely  laugh, but TRUMP NEVER CLAIMED EXECUTIVE PRIVILEGE DURING THE MUELLER INVESTIGATION. Not once.

NOW, Trump is proclaiming EXECUTIVE PRIVILEGE vs  Schiff/Pelosi's subpoenas?  
Damn right, and twice on Sundays.  A special counsel is different from a co-equal branch of govt abusing its power.  

And this is no small matter, Trump is 'protecting'.  The 'separation of powers' doctrine is the most distinguishing characteristic in our representative republic.

Barr is not partisan? OK. Barr cannot shut down the court because even he knows that will be the end of him. Using that as a reason to show is non partisanship is really stretching it.
Case in point...
Trump knew he could and had the power to fire Sessions. He did not do it because he knew the fallout would be massive . He got him to resign. Does that mean Trump can't fire Sessions? Nope.
