Joe probably has been offered the standard Veteran's league minimum only for one year. So, being at his age and junction of his career, it probably best to retire and enjoy life.

The minimum salary for Berger, with 10 years in the NFL is a bit over a million dollars. That might be more than he will make outside the NFL in the next 10 years. Wouldn't you be willing to practice and be a backup for a year for a million dollars? I don't know his situation, maybe he banked the bulk of his salary and is set for life already...but maybe not.
