They lost two--Cards and Rams.  Oakland isnt getting a replacement for the Raiders- lost the same team twice!  San Diego isn't getting a team again.   

Depends on how far back in NFL history you want to go if you want more.  Pre-1950 there were more teams coming and going, particularly in the first decade of the league's existence (1920s).  
The Duluth Eskimos should get another chance.

The league would become talent deficient at more positions than just QB and the overall product would suffer.  As it is it seems we are seeing less quality play,  what happens when you take the available pool and dilute it another 20% or more?

And unless Mexico City were to build an indoor stadium,  I dont see that as a viable option based on air quality alone,  what professional athlete wants to call that home for 6 months a year,   breathing that crap? Remember those games they've played there already,   it was like watching a game immediately after a huge fireworks display had been shot off.
