he hasnt been playing,  he was on their reserve/retired list but has changed his mind and would like to try and play again... so although likely rusty... he is fresh and if he passed a physical would be healthy.

He wouldnt replace a starter,  but would be worth kicking the tires on as a back up at least.  Of course he is only 32 and other teams may look at him as a longer term fix and be willing to offer more.

I think he came from Tennessee... unless you're referring to how he got to the Titans in the first place.  But, yes: Tennessee did let him sign elsewhere.  Probably because they were saving up all the cap money for Mariota!   :p
