At what point do these electorates take it out of the hands of the elected and start a recall election.  IMO it reflects poorly on the states/districts etc that are represented that they don't take it upon themselves to clean up their own trash.  

I think draining the swamp can only come from the people that filled it it he first place... we the voters.
