Always has been and always will be. No matter how much the League tries to legislate in favor of Offenses they can't regulate one simple thing: College Coaching.

With Colleges running Spread RPO stuff the Offensive Players, while talented, are running more simplistic stuff and are generally not as polished when they make the NFL as their Defensive counterparts. QBs are 1 read and run. WRs aren't running the full route tree. O-Linemen aren't as well-rounded. About the only position that consistently produces plug & play talent deep into the Draft year in and year out is RB.

IF you can put together a good Line it's not hard to find a RB to put behind it that can produce. With DTs wanting to sack QBs and LBs that have to be athletic enough to play a lot of coverage,  and therefore a little lighter than the typical run-stuffing MLB, running the ball makes perfect sense. 

Until Defenses load up on hogs at DT and stouter LBs. Then the cycle turns back to passing.  That's all an oversimplification,  but the principles are why the Owners will never be able to make it a permanent high-scoring League.  That, and the fact that there may never be 32 Franchise QBs active at the same time.
