Seems to me that this shouldn't have taken a tragedy to enact.  First off unless I'm a crooked cop...I want the thing on at all times.  Second,  why wouldn't they have just made it mandatory for them to be on when ever they are on duty?

And just to be clear, my comment above (in italics) regarding the cops wasn't meant to be derogatory. I appreciate the sacrifices they make in the line of duty. It was really more regarding the bad press and pub this brings, not to mention increased scrutiny too.
