Mexico City is at a high altitude, yes, but it's the largest city in North America, with 21 million people.  

And horrible air pollution.  IIRC even players that weren't playing in the game there last year were using oxygen just to try and get some decent air to breath.  

I find it highly unlikely that a Mexico city team would be very competitive in attracting or retaining quality players.
