WTF???  was he injured when the Vikings signed him? Did he have a major injury in his first week as a Viking? This is really bizarre. And what exactly is the injury?

My guess is its a nagging injury that needs time to get better.  Considering he needs time to heal AND learn a new play book the best option is to place him on IR and bring him back healthy and up to speed on the playbook.  He want doing any good on the active roster if he couldnt participate.

Maybe we'll actually see a pass this week to one of the 4 TE's we have to make up for the WR "deficiency"... ;)

IR with designation to return.  IMO, it is a chance for him to learn the playbook and come back mid season and be productive.

technically he was signed to the practice squad and then released from the PS.  So not technically cut. 

Honestly, if Doctson is slowed with an injury, this is simply a way to get him time to get up to speed and be ready mid season.  Not that I have great hopes for him anyway.

He had to have signed with the injury with the intent of the vikings to sit him withe the designated to return status.

IIRC, there are a limited number of times you can use this designation...and we're going to use it on a #4 WR?
