i find this a bit curious as IMO the KR job is much easier to fill than the PR job,  I would think if they envision Hughes as a replacement for MS they would be working him at the PR job all camp long and worrying about KR later.

excellent point.  Sherels is a popular player.  He made an interception yesterday and was swarmed by all of his teammates.  I get the feeling coaches want to respect his feelings and are being cautious with how they bring Hughes along.
