I think should improve safety with minimum effect on the game..

"It will be like a punt,  you won't have big collisions ".....do they watch their own sport?  Holy shit punt returners get creamed about every Sunday.( and Monday . .and Thursday...and sometimes Saturdays ).   :p

Yeah, the ball carrier can still get clobbered. In general, punt plays are less dangerous than kickoffs.  And in one way these new rules may make the kickoff safer than a punt. The big hits you see when a gunner reaches the punt returner at the same time as the ball seems unlikely in a kickoff. But Special Teams coaches will now get to experiment to try to take advantage of the new rules.

So, if the receiving team can't block until the ball is touched or hits the ground, I'm kicking the ball high as opposed to deep...coverage team is unimpeded to the ball carrier until he actually touches it...Yeah, this is safer...

Kickoffs from the opposing 40.  If it goes through the uprights the other team gets it at the 20,  if not they start at the 25.if its short of the goal line it's a live ball and if the receiving team recovers they get it at the 40 or or where they recover it whichever is better for them.  If they want to limit collisions,  make it enticing for the kicking team,  but also make it risky not to kick deep.

Not exactly.  The “no blocking” rule only applies to the 10-yard area between where the kicking team lines up and where the receiving team lines up. It is kinda like a DMZ (de-militarized zone).  So unless it is an on-sides kick, there will be no blocking in the DMZ.  For on-sides kicks, the ball hits the ground right away so you can block in the DMZ right away.
