The smart people know that the cap went way down last year which forced teams to modify contracts (adding void years in some cases) and signing players to one year cheaper deals.
This year the cap is up but not close to what folks thought it would be back at the start of the 2020 season.
Teams are still recovering so a lot of deals will be signing bonus with first year minimum salary.
