I heard Scott Pioli talking the other day about the upcoming rising salary cap, he compared it to the tide rising, all boats are lifted with it…

In a way they will be,   but I bet some boats get lifted a lot higher than others.  if the cap jumps 10% there will be some that will stupidly be using that 21 million on just a few players,  when in fact all positions will likely be seeing increasing cap numbers.
