Mexico City: Cardinals
London: Packers, Saints, Jaguars
Munich: Buccaneers
I'm guessing they make the Vikings play the Packers in London. Just a hunch.

Well they did refer to the Packers as "hosting" so I assume that means it's their home game. Don't know for sure.
They normally put crap games in non-US time zones because TV ratings. As I see it, that means the NFL believe Rodgers is not coming back to the Packers. Cardinals in Mexico City is a US time zone. Saints, Jaguars and Buccaneers are going to be bad this year and they are stuck in non-desirable time zones. That leaves the Packers.
