I don't know of any team that has gone so far as to eliminate players who've opted out off their board. But naturally the bias is going to move the players who played more recently over them as a tie-breaker.

They base their decisions on much more minute factors than that, so absolutely it will come into play. Bottom line, they want guys that are available. Opting out made them unavailable so that is part of the massive cocktail that is the draft process.
