With the move with Remmers and declining the option on safety Andrew Sendejo, the team has opened an additional $10 million in space with only the $1.8 million in dead cap as a penalty so far, giving them around $15 million as of this posting.
I guess I will have to see the Browns Richardson contract to see why/how we could not sign him up @ 3t after Dejo and Remmers were released.

We may bring him back. Although after Cinci gave Bobby Hart $7M a year, I'm guessing Remmers thinks he should do better than that. But his problem is, how many teams out there are there as stupid as Cinci?
