Mike Hughes contract - why has he not signed yet?

And there are still 26 others - many 1st rounders. I thought that the new rookie salary structure was supposed to keep this from happening. B. Mayfield headlines the top of the list of Unsigned rooks.

I think they can still argue over the guaranteed amounts of the contract as well as some other finer points, no?

Offsets is usually the major negotiating point. The salary/guaranteed money is typically negotiated off the rookie wage scale. The two points that really hold up 1st round contracts are the signing bonus and offsets. Players want the money in their pockets now. It gets them cash quickly and protects them over the longer term since the signing bonus is prorated. Offsets are also an issue since the teams want full offsets while the player ideally would like none. This ensures the player makes every dollar they sign for.

Yep.  I haven't really worried about draft pick signings since the days of the USFL.  Bryant McKinnie was a strange situation, but that was entirely driven by our cheap A** ownership at the time.
