I wouldn't either but I think you'll have to wait for the QB1 options play out before Flacco becomes available to sign as a QB2. There's lots of talk that he's the "fallback QB1 FA" for some of these teams that don't have a viable QB1 and limited options out there such as Rodgers, Wilson. Waiting for Flacco would cost time and availability of other options. as they get picked up.
