It's the Entomological Society of America changing the species Lymantria dispar's common name, it's what the ESA does, name insects. You can still call it the Gypsy Moth if you like, the Entomologist community will no longer refer to it as such, another insect the Gypsy Ant, Aphaenogaster araneoides is also being renamed. The term Gypsies or Gypsy is considered a pejorative by the Roma community, and neither insect had any tie to the community, the insects were named that that because they are invasive species and are serious pests. Guess it not politically correct to try and not be offensive when you get a chance.
