arent those the head gear for the bio suits that they use during camp to monitor players movements and vitals to try and "fine tune" the players on an individual level?  I remember something about that a year or two ago that showed wasted movements during routes as well as other things for the training and coaching staffs.

Yes, they can have the chips embedded in them. Rugby Jersey's for Pro Teams also have a tracker in the upper back area to measure vitals, performance statistics, etc.
