According to the Wall Street Journal, President Trump received a letter from the Chinese government hand-delivered by Steve Wynn, a Las Vegas tycoon with business interests in Macau, China. The government letter asked Trump for assistance with getting Mr. Guo deported. 
Trump expressed interest in helping the Chinese government, but senior officials found ways to not allow it to happen.

Members of from the Ministry of State Security in China flew to New York to meet with Mr. Guo and to get him to go back to travel back to the country and find a solution to Mr. Guo’s allegations. 
Prior to the visit, Mr. Guo took to Twitter to express his innocence and to blame Chinese officials for corruption.

Not only did this guy not go back to China with the Chinese Authorities who came here to get him, but Steve Bannon is on a Yacht with him broadcasting A Declaration of The New Federal State of China dated June 4, 2020 from the New York Harbor. 

Who is Steve Wynn, the Vegas Tycoon?  Why are Chinese cops coming to scoop up a guy taking refuge here. Why did did senior officials find ways to "not allow it to happen?"  

Guo takes to twitter, a platform that is blocked in China, to express his innocence. 

The CCP says Guo committed 19 crimes including rape. He's exiled here, and then a Vegas Businessman gets squeezed by the Chinese to deliver Trump a Message. America says no. Members, plural, from the Ministry of State Security of China  flew to New York to "get him to go back."
