Wallace has also (belatedly, but gracefully) admitted he was NOT THE TARGET.

The only difference it makes that it was there for months is that Wallace was clearly not a specific target. Still, someone thought it was funny or clever or whatever to fashion a pull rope into a noose. I think everyone knows what a noose represents. Maybe the person who did it meant nothing by it. Maybe he's too stupid to know what it means. Maybe he knew exactly what he was doing. We'll probably never know.
But your comment on racism in America is ignorant. Serious question: have you not seen the video... where they panned across multiple garage doors? Every one of them had a "noose" hanging from it. Are you suggesting that someone went to every rope and purposefully made it look like a noose? Is it possible that that's just the best way to form a "loop" that won't open up when it is being pulled on constantly?
So having a noose hanging in every garage for months is your argument against that is was systemic racism? Wallace is one of three drivers that have gone through the "NASCAR’s Drive for Diversity" program, a fourteen year endeavor, yeah it probably wasn't more than the zeitgeist of the sport and just a general statement. Not for Wallace directly, but just something that was put out there for those who want to notice one way or another, just the purpose that a noose symbolizes, solidify or intimidate. Whats real hard to find is the hanging presidential effigies in the US prior to Obama. There is allot of G. W. Bush effigies being lynched abroad, but not here in the US. Wonder where all this came from?
I'm not denying the presence of racists in this country. I don't go searching for effigies so don't really follow the history. I do think it is wrong (hanging/burning effigy) in any context. I wouldn't say that the left in the US is any better than the left in Europe, probably happened here as well or similar sort treatment (just a guess).
