The Constitution gives plenary (total) authority to the federal govt on matters of "threats from outside forces"....ie the Wuhan Wet-Market Coronavirus.  
Trump may very well be on solid constitutional authority, claiming those "grounds".  

That said, BUT, I will share in the sentiment of many previous posts on here, that this wasn't Trump's "best moment".

The guy is an asshole. You get to vote for your own bumbling idiot this fall.  Will it be any better when your own moron with dementia is in the oval office?  You guys thought it was bad with Bush 2.0 who was just a figure head. Wait till this new rendition gets elected and some unelected Democrats get to call the shots.

No, Trump tried to convince the world he is the king of America and just like everything else the GOP did a 180 on in the last 3 years:  from family values, limited government, fiscal conservatism, and socialism - suddenly it’s okay to shit on the Constitution and let a dictator rule the country.
