Collarbone fractures can heal on their own with a sling and rest if the bone isn't displaced (the ends of the break are close together).

If the fracture is significantly displaced or the bone has multiple breaks, then the fracture is surgically realigned and a plate is used to stabilize it during the healing process. Plates can sometimes require as few as four screws to hold them to the bone but, depending on the size of the plate, sometimes a lot of screws are needed.

Lance Armstrong needed 12 screws to hold the plate when he broke his collarbone a few years back. If Rodgers needed 13 screws, then he "done broke it good".
