A 2 point loss on the road in bad weather to a strong team doesn't seem like an underperformance to me. It's unfortunate that Andrews messed up.
Analysts and punters viewed this game as a toss up and that's what it was imo. These contests turn on a few plays and bounces. The only narrative I'd buy is that Baltimore has let opportunities slip away a number of years/times now.

If Andrews catches the ball, there was still a 1:30 on the clock and most likely Allen would have gotten the Bills in position to win it, so seems unfair so much is being put on him, but his fumble as well as Jackson's miscues were big. The Bills did seem to be playing ultra conservative and protecting the lead, so I do think they would have done what they needed to do to win that game as I felt like they were the better team.
