They were designed to have butts shading them occasionally.

Not saying it shouldn't be built to hold that, but how many bodies laying way over the rail is code?  People have to have some sense that 5-6 large humans putting that much pressure is going to wreck railings.

While I agree,  that should be a concrete wall so that isn't a threat of happening.  I would imagine it's left open for some reason,  but I was surprised to see the same metal railings like our HS bleachers have.
