Do people REALLY not see the Chat room link?

I see the chat option, but I'm getting a message that says my name is occupied

I had the same thing. Then I tried to log in but it said I was blocked. I filled out the form but then clicked the login link and it logged me in. My name was no longer occupied and I dropped into the chat room.
