I'm not sure I've heard of the NFL issuing fines or suspensions for fights at practices.  Individual teams may fine or suspend players for disciplinary reasons, but I'm not sure about the NFL stepping in unless it's an actual game.
I know nothing about it, but this rings true. NFL games are products of the NFL and you can't even wear your socks wrong without getting fined. Hard to see them have much say over what happens in a practice.

I think the team will have to do something, if the PR stink gets bad enough.  Some action certainly seems warranted, but context would be nice....
Context?  He hit another player by swinging a helmet.  There is no context needed.
I'd say that the moments leading up to that could be useful information, as I've never seen him do that in any game I've witnessed....

The problem is: its one thing to suspend him a game....but who's going to tell him? :p

"Oh, intern! Can you come here a sec.....'
