Even if his medicals come back okay, as I believe they will, there is still the injury history concern and especially for a guy who is not that big. The hiring of Chan Gailey as Miami's OC just didn't make a lot of sense, unless they are targeting Herbert, as Gailey is his godfather. I don't think the Lions or Redskins can afford to take him that high and I don't see anyone giving up what they would need to in order to trade up for him. I think San Diego could be a good spot for him, but I expect them to go for a veteran, so could see Tua possibly going to the Panthers at 7 or even Jacksonville at 9.
