As I understand it, and I could be completely wrong, they can't be at the facility until the offseason "opens". After that, they can be at the facility but not working with coaches except during OTAs.
I believe players under contract - especially those who are rehabbing - can come and get treatment / therapy etc. all the time. Cook has been there since the new facility opened working out / rehabbing, Rudolph has been there as well.
