This feels like a move to just get a kicker into camp early on to make sure they have the timing nailed down as a unit if they needed to use him during the season due to injury. They'll be able to carry him on the PS. Long-term maybe he is a viable candidate for kicker since Joseph is on a 1-year RFA tender. But that is a ways out.
