I can buy into that too...But I'm not outraged they haven't finalized anything (publicly) yet. Not to make excuses, but it takes 2 to make a deal and as others have pointed out, it could be cap-related as well.
My gut says its not for lack of talking to other teams in the interim.

Bears, 49ers and Seahawks got it done. 2 kinds of teams- those who monitor and have discussions, and those who act.
