Who would you even call at this point? With the owner micro-managing everything, you think any trades are going to happen with Indy this year via an interim GM? Trading away their stars without a plan sounds like a really good way to alienate your fans. Count me as skeptical of any trade rumor involving Indy.
Or Carly acting as GM gets taken to the cleaners.
I am sure she wrote down some notes on her pad about how to GM.

They promoted their Asst GM to make the decisions, I believe he had 2 interviews the last GM cycle. They aren't going to close shop on making deals to help the team.
Mixed feelings on the dynamics here. On one hand you want your owner supportive and involved, while on the other you want to give the coaches the autonomy to do their job.
So I guess in summary:
NFL Owners....you can't live with them...can't live without them.

Can't live with them breathing down your neck.

I still don't see an interim manager making decisions to trade away star players. From the article that Cricket posted:
"Irsay-Gordon released a statement Monday saying that Ballard had "poured everything into this organization." But she added that "our standard is to compete for championships, and I believe a change in leadership is necessary to meet that standard.
"Making this change during the season was a deliberate decision. Waiting would only delay the important work that needs to begin now. We will conduct a thorough search for our next general manager and take the time necessary to identify the right leader for the future of this organization.
"I also want to be clear: This decision does not change our goals for the season. We have a lot of football in front of us, and I expect us to compete, improve, and win football games."
You don't do that by trading away stars for draft capital.
I'm not sure a good GM candidate is going to want that job given the ownership situation. Look at that picture of the owner. Would you want to jump into that situation?
Colts assistant general manager Ed Dodds will lead the team’s personnel department for the rest of the season, sources tell @ringer @netflixsports.

A candidate for several GM jobs in recent years, Dodds now takes over a 2-4 Colts roster with 22 days to the trade deadline.… pic.twitter.com/6upPSSkKHo

They are 2-4. Maybe come Sunday night they are 2-5. The trading deadline is still weeks off. Part of what a GM does is plan for the future and I'm quite certain she understands this. If you noticed, she didn't get rid of the HC, just the GM (for now). I do believe she wants to see improvement these next few weeks, maybe a new attitude...more earnest. If they win a few, I'm sure no trades will happen. They are only 2 games out of first place. But if she really wants to sink the season and beyond, go 6-11 and don't trade some of your assets for the near future. We'll see how she handles it. I do know there's 0.0% chance the Colts trade Taylor to the Vikings before the game Sunday, lol.
She's on the sidelines under the guise of learning....and maybe that's what it is. But she also isn't stupid and it looks also like some micromanaging by being very close to the gameday environment. She can certainly do what she wants, she owns the team. But to your point, maybe this isn't every potential new GM's cup of tea to be scrutinized this way. I'll be curious to see if the HC survives.
