There's a story out there explaining it and yes, its as dumb as you'd think. What's hilarious is my local dispensary email-bombed me all day yesterday like I was going to stock up and get super baked on a Monday, lol.

I had heard some say its police code for a drug offense, but thats not true, other story is some kids made it up as the time after school that they would meet up and smoke pot...this sounds plausible.
Why isn't Chuck Foreman in the Hall of Fame?
As I know it, it was about the time most high schoolers got home back in tjedau and so it was approximately the time that they would spark up.

I used to work in a marketing department and they would scour calendars for something, ANYTHING they could use to sell more product. Black Friday and Cyber Monday became big sellers, so then we'd start doing shit for even the most obscure "holidays." We never touched 4/20 for obvious reasons, but National Taco Day, National Superhero Day, Star Wars Day (May the 4th), etc., etc.
