I kind of stumbled on it...

You start a new thread in the appropriate forum
Give it a thread title
At the bottom of your thread input page is a check box option to add a poll and you need to input how many options there will be in the poll at that time. 
Then -- you submit the thread b4 building-out the poll. 

The next page it takes you to allows you to pose the poll question and options.
Then submit
