Definitely part of the plan. Zero doubt Ewers took a step back, but as you mention, benching him wasn't going to happen. They don't want to rush The Prodigy. We are essentially doing the same in MN, just the injury worked out the other way around and they werent forced to make the decision, but they are not brining in anybody to challenge JJM at this time essentially making the decision that way. Also i would be surprised if there wasnt a deal already there to allow texas to continue to showcase Ewers ( keeping him from leaving for greener pastures) and then handing the keys to Manning for the next 2 years.
